Glass Reducers are for reducing your 18.8mm joint into a 14.4mm joint or alternatively your 14.4mm joint to 10mm. They are especially useful when pairing together different sizes of glassware that don't otherwise fit!
For example, if you have a bowl or adapter for your vape with an 18.8mm male joint, but have a 14.4mm female joint bubbler, j-hook or similar, you would need the 18-14mm reducer, to down size the larger joint on your vape to fit into the smaller joint of the bubbler.

Yes adapter names are confusing, no you are not alone. There are no standardized names so we call them how we see them. I would view these from the vape side, since they would reduce the 18mm joint down to a 14mm one, but some people would consider them an expander, since they increase the size of the female joint on the bubbler from 14mm to 18mm!
